17.07.2012 Recent changes in Russian legislation in the field of education


The Resolution of Criteria of Including International Higher Education Institutions into the List of Organizations Issuing Diplomas recognized by the Russian Federation was signed by Russian Government on April 25, 2012. According to the resolution diplomas of HEI are recognized on the territory of Russia if HEI are simultaneously listed in the top 300 of the three global rankings: Academic Ranking of World Universities, QS World University Rankings and The Times Higher Education World University Rankings.

Executive Order On Measures to Implement State Policy in Science and Education signed by the President of Russia on May 7, 2012 is aimed at improving the competitiveness of the leading universities among the world's leading research and education institutions and including by 2020 at least five Russian universities into first 100 leading world universities of World University Rankings.

The Directorate of the Russian President for Science and Education Policy was established by Executive Order signed by the President on 26 June, 2012. The Directorates main functions include participation in the drafting of federal legislation introduced by the President to the State Duma as a legislative initiative; participation in the development of concepts for national projects and presidential programmes in the field of science and education; ensuring interaction of the Presidential Executive Office with the state academies of science; preparation of proposals for the creation and development in Russia of scientific and educational centres of global importance.

The Commission of the Russian President for monitoring the accomplishment of the main targets of socio-economic development especially in educational sphere of Russia was established by governmental Order on July 11, 2012.
